The Engineering Department - Transportation Division recommends the approval of an expenditure in the amount of $351,860 to purchase traffic signal controller hardware and software from Texas Highway Products, LTD and traffic signal cabinets from Paradigm Traffic Systems, Inc. through an existing contract; and authorizing the City Manager to execute all necessary documents.
These expenditures will be reimbursed by a Federally-funded grant administered through the Texas Department of Transportation. The City of Plano was awarded said grant to replace the traffic signal cabinets and control hardware and software at nine interchanges along State Highway 121. These interchanges include:
- SH 121 at Spring Creek
- SH 121 at Legacy
- SH 121 at Dallas Parkway
- SH 121 at Parkwood
- SH 121 at Preston (SH 289)
- SH 121 at Rasor
- SH 121 at Coit
- SH 121 at Independence
- SH 121 at Custer
Equipment installation will be handled by Plano Public Works Traffic personnel.
Not approving the expenditure would result in continued use of existing end-of-life equipment, increased traffic congestion, and loss of grant funding for the project.
The City is authorized to purchase from the State Contract list pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
