ITEM SUMMARY

RFB No. 2024-0437-B for Preston Ridge Trail at Bluebonnet Trail and Oncor Intersection Renovation, Project No. PKR-P-7476, for the Parks and Recreation Department to Cole Construction, Inc. in the amount of $272,890; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Preston Ridge Trail at Bluebonnet Trail and Oncor Intersection Renovation Project includes the removal, replacement, and relocation of approximately 700 linear feet of trail west of Coit Road and just south of Carpenter Park to address obstacles adjacent to the trail. This project affects a portion of an 8.3-mile-long paved Bluebonnet Trail that travels west-east and a portion of a 6.2-mile-long paved Preston Ridge trail that travels north-south. Carpenter Park is located at 6701 Coit Road.


The trail is 15 years old and is impacted by Oncor Transmission Towers that were recently relocated directly adjacent to the trail. This has caused an unsafe condition for cyclists and pedestrians on the trail due to an increased chance of collision with the towers. The project will relocate the existing trail and seating area away from the relocated transmission towers, providing a clear, unobstructed trail and appropriate trail shoulder.


The Parks and Recreation Department opened bids on June 20, 2024, for the Preston Ridge Trail at Bluebonnet Trail and Oncor Intersection Renovation. The lowest responsive and responsible bid was submitted by Cole Construction, Inc., in the amount of $272,890. There was a total of 2,067 vendors notified of this project. Six complete bids were received for the project as shown in the attached bid recap.


Operating as the project’s design consultant, Schaumburg & Polk reviewed the lowest responsive and responsible bid as well as evaluated their listed references. Based on their assessment and recommendation letter, the Parks and Recreation Department accepts and recommends the project's award to the low bidder, Cole Construction, Inc., and their bid submission in the amount of $272,890.


The benefit of this project includes extending the life of city infrastructure as well as improved aesthetics and safety for trail users. Not approving the expenditure will result in continued unsafe trail conditions and increased risk of cyclist and pedestrian injury.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Park Improvements CIP and is planned for future years, as well.  Construction services for the Preston Ridge Trail at Bluebonnet Trail and Oncor Intersection Renovation project in the total estimated amount of $272,890, will leave a balance of $47,110 for future expenditures. 

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
