ITEM SUMMARY

To ratify an expenditure in the amount of $402,979 for Stadium Pump Station HMI & PLC Modernization from HOLT CAT for the Public Works Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

Approximately a year ago, the Stadium Pump Station experienced voltage surges from the power grid that affected the station’s electrical equipment. Staff contacted HOLT CAT because they are the authorized dealer/sole-source vendor who services the generator backup system.

 

During this event, the team discovered electrical equipment that was not functioning properly and other electrical equipment that was nearing the end of its service life. Specifically, the human-machine interface (HMI) and the programmable logic controller (PLC) components that automatically switch from utility power to backup generators were both determined to be in a state of imminent failure.  The equipment was outdated and required replacement as soon as possible.

 

HOLT CAT completed temporary repairs and staff immediately implemented a monitoring schedule that was followed until the permanent repairs and replacement equipment could be installed.

 

In October, HOLT CAT submitted the estimated cost and timeline for the completion of the permanent repairs and the installation of the replacement equipment.  Their schedule included three months to order/receive the necessary equipment.

 

Backup power generation is vital to the operation of our pump stations, especially during the winter months; therefore, staff moved forward with the repair of the equipment with ratification to occur soon after completion. HOLT CAT completed their work in late April.

 

The plan was to ratify this purchase as soon as the total cost was known; however, due to an administrative oversight the ratification is being processed now, which is later than originally intended. 

 

The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022 (a)(3). (City of Plano Internal Contract No. 2024-0585-X)

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Capital Maintenance Fund.  Ratification for the expenditure for the Stadium Pump Station HMI & PLC Modernization, in the amount of $402,979, will leave a balance of $22,021 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
