ITEM SUMMARY

To approve an increase to the current awarded contract amount of $16,372,694 by $755,192, for a total contract amount of $17,127,886, for Shiloh Road Expansion - Park Boulevard to 14th Street, Project No. 7036, from Texas Sterling Construction, Co. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. (Contract No. 2022-0241-B, Change Order No. 3). Approved

PREVIOUS ACTION/PRESENTATION

On March 15, 2022, Council awarded RFB No. 2022-0241-B for Shiloh Road Expansion - Park Boulevard to 14th Street Project No. 7036 to Texas Sterling Construction Co., in the amount of $13,797,878.

 

Change Order No. 1 was executed on October 20, 2022, as a no cost change order.

 

Change Order No. 2 was approved on March 19, 2024, for additional replacement of existing pavement, intersection improvements at Shiloh Road and 14th Street, and costs related to a conflict with a fiber optic duct bank at the creek crossing, in the amount of $2,574,817. 

BACKGROUND

The Engineering Department recommends approval of Change Order No. 3 for the increase of the construction contract with Texas Sterling Construction, Co., in the amount of $755,192, for the Shiloh Road Expansion – Park Boulevard to 14th Street project, for a total amount of $17,127,886.

 

Change Order No. 3 includes additional removal and replacement of deteriorated pavement, final plan adjustments/final items needed to complete the project, and bridge rail replacement along both sides of the median at the creek crossing. 

 

The bridge rail replacement is needed to correct deficient sight distance at both ends of the bridge resulting from the elevation of the concrete bridge rail.  To correct this situation, the solid bridge rail must be removed and replaced with an open rail that allows drivers to see through the rail. 

 

The contractor installed the rail per the construction plans; therefore, the design consultant is responsible for all costs necessary to correct the deficiency.

 

If this change order is not approved the final items of work would not be completed and the bridge rail will continue to result in deficient sight distance.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2023-24 Street Improvements CIP.  The third change order for the Shiloh Road Expansion - Park Boulevard to 14th Street project, in the total estimated amount of $755,192, will leave a balance of $37,656 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
