| | | | | | | | PREVIOUS ACTION/PRESENTATION On June 26, 2023, City Council approved the purchase and implementation of the Clariti Cloud Development Services Software System, including contracts with Unisys Corporation as the system implementer, Clariti Cloud, Inc. as the software provider, and Avolve Software for electronic plan review, with a total projected contract amount of $10,679,971. This approval encompassed all services required for a complete solution to support Development Services operations (Contract No. 2022-0373-BR).
On May 28, 2024, City Council approved a nine-week schedule extension, increasing the Unisys Corporation contract by $111,090, from $3,625,892 to $3,736,982. Additionally, City Council approved a reduction of $118,800 to the Avolve Software contract, lowering it from $1,430,537 to $1,311,737. There were no changes requested for the Clariti Cloud contract. Overall, these adjustments resulted in a net decrease of $7,710, revising the total contract amount for the Development Services Software System from $10,679,971 to $10,672,261. |
| | | | | | | | BACKGROUND The City’s Development Services operations span across a multitude of departments and divisions including Planning, Engineering, Building Inspections, Neighborhood Services, Park Planning, Fire-Rescue, Public Works, and Environmental Health. As a team, they are responsible for managing all permitting, planning and zoning, licensing, code enforcement, and inspections.
The implementation of a new Development Services Software System was approved in June 2023, with contracts awarded to three companies: Unisys, Clariti, and Avolve. Unisys Corporation was initially designated as the primary contractor, responsible for leading and coordinating the implementation, with Clariti Cloud as the software provider, and Avolve for electronic plan review. Recently, the City and Unisys mutually agreed to part ways. As a result, this request seeks to increase Clariti's current awarded contract amount of $5,623,542 by $2,545,519, bringing the total contract value to $8,169,061. This contract modification expands Clariti's scope to also include implementation services, which will ensure successful completion of the project to meet the needs of development services.
Following these adjustments, the combined contract amount will experience a net decrease of $996,165, resulting in a revised contract total of $9,676,096 (from $10,672,261).
At this time, there are no changes to the contract with Avolve Software, the vendor providing workflows and markups for electronic plan review. Technology Solutions recommends approving the cost structure and implementation approach to ensure the seamless continuation of the solution implementation. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS This request is to approve a second contract modification with Clariti Cloud to expand their overall scope of work and increase their contracted amount to $8,169,061. This results in an overall reduction of the total amount of the Development Services Software Solution to $10,672,261. Funding is available in the Technology Improvements CIP Fund.
Funding for future year maintenance and support will be available in the Technology Solutions Applications Budget within annual council approved appropriations for a total cost of $6,577,334, over a nine year period of time.
