ITEM SUMMARY

To approve an expenditure for engineering professional services for Ridgeview Ranch Golf Course Flood Study, Project No. PKR-D-00011, in the amount of $102,700 from Walter P. Moore and Associates, Inc. for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The City of Plano owns Ridgeview Ranch Golf Course at 2701 Ridgeview Drive and leases the golf course operations and maintenance to a management company. Ridgeview Ranch Golf Course is surrounded by residential neighborhoods, and several residents living on St. Annes Drive reached out to the City of Plano with water flow concerns behind their homes. The golf course management company confirms that drainage on site has caused operational challenges as well. Upon consultation with the City's Engineering Department, it was determined that the tributary of Youngs Branch which flows through the golf course has never been through a flood study.

 

The Parks and Recreation Department recommends approval of the expenditure in the amount of $102,700 for engineering professional services from Walter P. Moore and Associates, Inc. for the Ridgeview Ranch Golf Course Flood Study, Project No. PKR-D-00011. The study will determine and map water surface elevations and velocities of the tributary of Youngs Branch running through the golf course. This is the first step to determine if the City of Plano needs to expand drainage facilities on site.

 

Walter P. Moore and Associates, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR.

 

The flood study is estimated to be completed in late summer 2025. If data from the flood study supports updating on-site drainage infrastructure, a consultant will be selected and a professional services agreement for project design will need Council action in fall 2025.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is budgeted in the 2024-25 Municipal Drainage CIP.  Engineering professional services for the Ridgeview Ranch Golf Course Flood Study, Project No. PKR-D-00011, in the total amount of $102,700, will leave a balance of $72,300 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
