ITEM SUMMARY

RFB No. 2024-0612-B for Big Lake Sediment Removal, Project No. PKR-D-7414, for the Parks and Recreation Department to A & B Construction, LLC in the amount of $2,898,759; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

Parks and Recreation opened bids on November 19, 2024, for Big Lake Sediment Removal, Project No. PKR-D-7414. This project will remove the buildup of silt and sediment in Big Lake Pond. The need for this work has been documented in bathymetric studies identifying increased sediment accumulation over time, affecting the lake's condition.

 

The project includes the removal of large debris, such as downed trees and other obstructions, as well as sediment and silt through hydraulic dredging using specialized equipment to pump and remove the material from the lake. Other work includes setting up traffic control, installing a temporary de-watering yard for the duration of the project, and site restoration once all work is complete.

 

The lowest responsive and responsible bid was submitted by A & B Construction, LLC in the amount of $2,898,759. A total of 2,208 vendors were notified about this project, and three complete bids were received, as shown in the attached bid recap.

 

The project benefits include the removal of accumulated silt and sediment from Big Lake Pond, improving water quality and recreation value. Not approving the expenditure will result in potential damage to surrounding property, lake structures and negative impacts on local wildlife.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is budgeted in the 2024-25 Municipal Drainage CIP and is also planned for future years.  Construction services for the Big Lake Sediment Removal project, in the total amount of $2,898,759, will leave a balance of $669 for future expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
