ITEM SUMMARY

To repeal Ordinance No. 2024-9-11; establishing the classifications for the civil service members of the Plano Fire Department, including the creation of the Fire Recruit classification, for fiscal year 2024-25 with the effective date of June 1, 2025; establishing the number of positions and effective date for such positions for each classification; establishing the Compensation Plan for the civil service members of the Plano Fire Department with the effective date of June 1, 2025; establishing Certification and Assignment Pay Plans for the civil service members of the Plano Fire Department for fiscal year 2024-25 with the effective date of June 1, 2025; and providing a repealer clause, a severability clause and an effective date. BACKGROUND

State law requires the city council to approve the number of positions for each classification (i.e. positions within the department), as well as the Compensation Plan for the Fire personnel who are subject to the State’s Civil Service statute provided under Chapter 143, Local Government Code.  As such, city council adopted Ordinance 2024-9-11 on September 23, 2024.

 

In March 2025, Fire Chief Biggerstaff requested to allow for flexibility to change the hiring certification requirements to include current certification as either a Firefighter/Paramedic, Paramedic only, or Firefighter/EMT-Basic by the Texas Commission on Fire Protection and/or the Texas Department of State Health Services (DSHS), as appropriate, based on the needs of the department at the time a notice of examination is posted.  The Civil Service Commission approved this change and the local rules and regulations were updated effective March 18, 2025.  This change requires the addition of a Fire Recruit classification, which is the purpose of this Ordinance; however, there will be no impact on total staffing for FY 2024-25.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item is to approve the FY 2024-25 Fire Civil Service pay plan to include the classification of Fire Recruit.  Funding associated with the Fire pay plan is included in the FY 2024-25 budget.

 

Approval of this item will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government and supporting Safe, Vibrant Neighborhoods.
