ITEM SUMMARY

To approve an expenditure in the amount of $5,375,000 for the purchase of real property located at 3600 Timberline Drive from Plano Independent School District; and authorizing the City Manager to execute all necessary documents. Approved

PREVIOUS ACTION/PRESENTATION

Plano City Council approved an interlocal agreement with Plano Independent School District regarding the proposed sale of surplus real property at its October 28, 2024, meeting.

BACKGROUND

In May 2024, the Plano ISD School Board approved a resolution outlining the process by which the district would address any real property that was declared surplus.  At its September 17, 2024, work session, the Plano ISD Board of Trustees declared Carpenter Middle School, Armstrong Middle School, Davis Elementary School, and Forman Elementary School to be surplus property.  Subsequently, the Plano ISD Board approved the interlocal agreement with the City of Plano for three properties at its October 22, 2024, meeting that provided the framework to work cooperatively towards the transfer of the Armstrong, Davis, and Forman properties to the city.  Plano ISD is retaining the Carpenter Middle School property.

 

After negotiations between Plano ISD and city staff, a purchase price of $5,375,000 for the 9.45 acres Forman Elementary School property has been agreed upon at the staff level based on third party appraisals obtained by both entities.  Under the interlocal agreement, Plano ISD will demolish the existing building and site improvements prior to conveying the property to the city.  The goal of Plano ISD and the city is to convey the property by the end of August 2025.

 

The city intends to use approximately three acres of this property for the relocation of Fire Station 3.  Plano voters approved land acquisition and design funding for the Fire Station 3 relocation project with Proposition D in the May 3, 2025, election.  Fire Station 3 construction funding will be sought in a future bond referendum.  

 

The remaining land available at the Forman Elementary property will be land banked and redeveloped after a community engagement process is conducted to receive neighborhood input and direction.  Potential uses of the remaining property include a second future city facility fronting Shiloh Road or residential development.  Forman Elementary is currently zoned Single-Family Residence-7 (SF-7) and classified as Neighborhoods (N) on the Future Land Use Map of the Plano Comprehensive Plan.


If the city elects not to purchase the Forman Elementary property, Plano ISD will list the property on the open market.  Staff recommends approval of this item.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the Economic Development Incentive Fund.  Purchase of the property at 3600 Timberline Drive has a total price of $5,375,000.  Approximately one-third of the total purchase price will be reimbursed from 2025 Proposition D funds when the bonds are sold.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
