Ordinance No. 2021-3-1: To add Section 16-160, Purpose, of Division 1, Generally, of Article VIII, Flood Damage Prevention, and amend Section 16-175, General Standards, and Subsection 4 of  Section 16-176, Specific Standards, of Division 3, Flood Hazard Reduction, of  Article VIII, Flood Damage Prevention, of Chapter 16, Planning and Development, of the Code of Ordinances of the City of Plano, Texas to add the purposes of the regulation and  increase the minimum elevation above the base flood elevation for construction or substantial improvement to two feet above the base flood elevation, including for manufactured homes in certain zones; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. Adopted

Public Hearing Items:

 

Applicants are limited to fifteen (15) minutes presentation time with a five (5) minute rebuttal, if needed. Remaining speakers are limited to thirty (30) total minutes of testimony time, with three (3) minutes assigned per speaker. The Presiding Officer may amend these times as deemed necessary.

 

Non-Public Hearing Items:

 

The Presiding Officer will permit public comment for items on the agenda not posted for a Public Hearing. The Presiding Officer will establish time limits based upon the number of speaker requests, length of the agenda, and to ensure meeting efficiency, and may include a cumulative time limit. Speakers will be called in the order cards are received until the cumulative time is exhausted.

Public Hearing and consideration of a Resolution to provide no objection to an application for four percent (4%) housing tax credit (HTC) financing to the Texas Department of Housing and Community Affairs (TDHCA) for the proposed affordable residential development project located on 4.5± acres, at 2505 K Avenue and 1005 E. Park Boulevard, Plano, TX; designating the City Manager to certify this resolution to TDHCA; and declaring an effective date. Conducted and tabled.


 


Municipal Center is wheelchair accessible.  A sloped curb entry is available at the main entrance facing Municipal/L Avenue, with specially marked parking spaces nearby.  Access and special parking are also available on the north side of the building.  The Senator Florence Shapiro Council Chambers is accessible by elevator to the lower level.  Requests for sign interpreters or special services must be received forty-eight (48) hours prior to the meeting time by calling the City Secretary at 972-941-7120.
