This City Council Meeting will be held in person in the Senator Florence Shapiro Council Chambers and via videoconference.  A  quorum of the City Council, including the presiding officer, will participate in person.  The facility will be open to members of the public.

The City Council may convene into Executive Session to discuss posted items in the regular meeting as allowed by law. 

COMMENTS OF PUBLIC INTEREST

This portion of the meeting is to allow up to three (3) minutes per speaker with thirty (30) total minutes on items of interest or concern and not on items that are on the current agenda. The Council may not discuss these items, but may respond with factual or policy information. The Council may choose to place the item on a future agenda.

CONSENT AGENDA

The Consent Agenda will be acted upon in one motion and contains items which are routine and typically noncontroversial.  Items may be removed from this agenda for individual discussion by a Council Member, the City Manager or any citizen. The Presiding Officer will establish time limits based upon the number of speaker requests.

To approve the purchase of Staff Augmentation Services for Technology Solutions in the estimated amount of $825,000 through existing Texas Department of Information Resources (DIR) and U.S. General Services Administration (GSA) contracts; and authorizing the City Manager to execute all necessary documents. Approval of Expenditure
(d)

To approve an expenditure for engineering professional services for Intersection Improvements - Plano Parkway and K Avenue, Project No. 7585, in the amount of $382,600 from Teague Nall and Perkins, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

Approval of Contract / Agreement
(e)

To approve the terms and conditions of an Interlocal Agreement between City of Allen and the City of Plano concerning the design and potential construction of a dedicated right turn lane in the westbound direction at the northeast corner of the intersection located at Custer Road and Ridgeview Drive in Allen, Collin County, Texas; and authorizing the City Manager to execute all necessary documents. Approved

 

(f)To approve an Interlocal Agreement for one (1) year with five (5) automatic one-year renewals by and between the City of Plano and Collin County Community College District for Utilizing Fiber Optic Cabling Infrastructure; authorizing the City Manager to execute all necessary documents; and providing an effective date. Approved
(g)

To approve an Advance Funding Agreement for intersection improvements on Park Boulevard from Coit Road to Jupiter Road between the City of Plano and the Texas Department of Transportation; and authorizing the City Manager or his designee to execute all necessary documents. Approved

Adoption of Resolutions
(h)To authorize continued participation with the Atmos Cities Steering Committee; authorizing the payment of five cents ($0.05) per capita to the Atmos Cities Steering Committee to fund regulatory and related activities related to Atmos Energy Corporation, Mid-Tex Division; and providing an effective date. Adopted Resolution No. 2023-3-1(R)
(i)To authorize continued participation with the Steering Committee of Cities Served by Oncor; authorizing the payment of ten cents ($0.10) per capita to the Steering Committee to fund regulatory and legal proceedings and activities related to Oncor Electric Delivery Company, LLC; and providing an effective date. Adopted Resolution No. 2023-3-2(R)
Adoption of Ordinances
(j)To repeal and replace in its entirety Section 1-8. Municipal Center is wheelchair accessible.  A sloped curb entry is available at the main entrance facing Municipal/L Avenue, with specially marked parking spaces nearby.  Access and special parking are also available on the north side of the building.  The Senator Florence Shapiro Council Chambers is accessible by elevator to the lower level.  Requests for sign interpreters or special services must be received forty-eight (48) hours prior to the meeting time by calling the City Secretary at 972-941-7120.
