This City Council Meeting will be held in person in the Senator Florence Shapiro Council Chambers and via videoconference.  A  quorum of the City Council, including the presiding officer, will participate in person.  The facility will be open to members of the public.

Online registration opens at 5:00 p.m. on the Wednesday prior to the meeting and closes at 4:00 p.m. on the day of the meeting. The City Council may convene into Executive Session to discuss posted items in the regular meeting as allowed by law. 

COMMENTS OF PUBLIC INTEREST

This portion of the meeting is to allow up to three (3) minutes per speaker with thirty (30) total minutes on items of interest or concern and not on items that are on the current agenda. The Council may not discuss these items, but may respond with factual or policy information. The Council may choose to place the item on a future agenda.

CONSENT AGENDA

The Consent Agenda will be acted upon in one motion and contains items which are routine and typically noncontroversial.  Items may be removed from this agenda for individual discussion by a Council Member, the City Manager or any citizen. The Presiding Officer will establish time limits based upon the number of speaker requests.

To approve an increase to the current awarded contract amount of $2,740,115 by $360,000, for a total contract amount of $3,100,115, for the upgrade of support to the Gold level support plan for Masterworks system from Aurigo Software Technologies, Inc. for Technology Solutions; and authorizing the City Manager to execute all necessary documents. To approve Amendment No. 1 to the contract with the Texas Commission on State Emergency Communications in an amount not to exceed $1,136,500.00 for a total contract amount not to exceed $2,121,341.74 from the Coronavirus State and Local Fiscal Recovery Funds (“CSFRF”) in the Next Generation 9-1-1 Fund (“NG9-1-1 Fund”) for the deployment and reliable operation of Next Generation 9-1-1 Service, including equipment and administration costs; designating the City Manager as the authorized representative of the City for the purpose of executing the contract consistent with this resolution, acting in connection with said contract, and providing required information; authorizing the City Manager to execute all necessary documents; and providing an effective date.  Adopted Resolution No. 2023-5-2(R)

To amend Section 12-73.1(d), Same – Specific zones, of Article IV, Speed, Chapter 12, Motor Vehicles and Traffic, of the Code of Ordinances of the City of Plano, Texas to enact school zones for summer school sessions within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. Adopted Ordinance No. 2023-5-4

Public Hearing Items:

 

Applicants are limited to fifteen (15) minutes presentation time with a five (5) minute rebuttal, if needed. Remaining speakers are limited to thirty (30) total minutes of testimony time, with three (3) minutes assigned per speaker. The Presiding Officer may amend these times as deemed necessary.

 

Non-Public Hearing Items:

 

The Presiding Officer will permit public comment for items on the agenda not posted for a Public Hearing. The Presiding Officer will establish time limits based upon the number of speaker requests, length of the agenda, and to ensure meeting efficiency, and may include a cumulative time limit. Speakers will be called in the order requests are received until the cumulative time is exhausted.

VIDEO(1)Consideration of RFB No. 2023-0164-B for Hoblitzelle Park Trail Extension at Hedgcoxe Road - Phase 2, Project No. 6039.3, for the Parks and Recreation Department to North Rock Construction LLC in the amount of $988,777; and authorizing the City Manager to execute all necessary documents.  Approved

Municipal Center is wheelchair accessible.  A sloped curb entry is available at the main entrance facing Municipal/L Avenue, with specially marked parking spaces nearby.  Access and special parking are also available on the north side of the building.  The Senator Florence Shapiro Council Chambers is accessible by elevator to the lower level.  Requests for sign interpreters or special services must be received forty-eight (48) hours prior to the meeting time by calling the City Secretary at 972-941-7120.
